WITCO Statement on the Pipeline Incident

On April 21, 2023, four (4) employees of WITCO Construction & Development Corporation (WCDC) were killed while performing internal pipeline cleaning activities in Barangay Buhangin, Proper for the Davao City Bulk Water Supply Project (DCBWSP). The management of WCDC is devastated by this news.




The Davao City 911 emergency team transported three (3) people who were experiencing breathing issues to the hospital.One was rescued from inside the pipeline by rescue workers but was later declared dead from suffocation when taken to the Southern Philippines Medical Centre.

Immediate measures were taken to prevent a recurrence of the incident, including the initiation of an investigation to ascertain its cause and the identification of those responsible. The Project Engineer and Safety Officer who were supervising the activity at the time of the incident have been suspended and removed permanently from the project.

If our on-site supervisors and safety officers are found to have been negligent, our company will assume full responsibility. We have begun a comprehensive re-orientation of our project managers and workers in order to assure strict compliance with Occupational Safety and Health Standards, retraining our entire workforce, and enforcing full compliance with the work permit system, among other measures.

We have reached out to the affected employees and the deceased's family and have begun providing them with the necessary medical and financial support.

Our investigation has revealed safety violations that are currently being addressed. In the interim, all DCBWSP-related activities have been temporarily halted until we can implement all necessary corrective measures. WCDC is committed to doing everything possible to ensure that this incident never occurs again.
